Of all of the 70-something bills vetoed by Gov. Andrew Cuomo earlier this week, the most harmful was the one that would have provided a modest tax credit to farmers who donate surplus food to food banks. The bill, which was approved unanimously by both houses of the Legislature, would have provided up to $5,000 a year to local farmers for the cost of harvesting and packaging excess food that they sent to food banks. ...
